The mod rewards do not care if your current pool of available mods has exceeded 2 in stock, unlike the regular card system. Just play more short heists and soon you will own every mod in the game. At this point, any new mod that is updated, you will almost certainly get it on your very next heist. I'm at that point now and so getting mods for new DLC and guns haven't been an issue.

189 hour is almost there. I reached the "you name it, I got it" point in 330 hours.
