Sounds like your dog is suffering from severe depression.

When he's looking out the window, he is probably day dreaming of either escaping and finding a better life for himself, or about the best ways to kill himself. The whining is his cries and moans of pain. He's just wishing he had a better life. Generally, people tend to treat their dogs with more appraise when they notice this happening. Some people try:

-dressing it in comfortable yet fashionable clothes
-taking it to the groomers at least once a month for a fashionable new style
-ask the dog what their favourite colour is and dye it's fur of that colour
-carrying it close to you is helpful because then the dog will feel more loved.

Some people like to carry their dogs around everywhere, or put them in purses so that the dog can understand you truly care about him.
