Hi. how to give a blue mag tag to a story character in your mod for divinity 2?

there is this one skill that I REALLY REALLY want to have in story mode, but is only in Game master, or used by NPCs: its the Horrific Scream skill(Its used by the black ring fearmaidens for example, it terrifies all ennemies without magic armour around you) Please respond to me as fast as possible (thank you)

Hey, I can't seem to get the Vampirism/Sight skillbook mod working. Any ideas on why? I put in skillbooks of each of the listed elements in the order said that require 1+ Source to use as a skill.
