Found it, go to steamapps>common>skyrim>DirectX10>DXSetup.exe for some reason the last directx update removed the latest version of DX10

Just FYI found the problem with Skyrim, if you're running SweetFX or ENB the current version seems to be autocrashing it, changed to a SweetFX version from the Nexus
