What I did was I think that I decompiled the "construct" map and used the "hammer editor" tool to then create water (as a sort of block) (the texture is water, and if the texture is water, then the block or what ever shape should act like water(usually))
[To use the "hammer editor" and also wanting to use already "compiled" maps (.bsp), a decompiler most likely needs to be utilized]
I think that I used "VMEX" back then;

However recently I used "Bspsource" as of recent;

Here is an example location of the "bin" folder (that might contain the "hammer editor"):
C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\bin
(the "hammer editor" most likely is called "hammer.exe")
