IIRC XR shippack removes some of VRO ships, but im not certain how it does that, I do not use XR shippack

Thanks for your reply. I also subscribe to XR ship pack，Split product Razorback which belongs XR ship pack and never product Gharial. I build a production line to guarantee Split shipyard material supply, I promise Split have enough wares to product any ship. Is it a conflict between XR ship pack and VRO?

its not a bug, if Split are stressed enough by war they may lack resources to build it, thats it. You can help them by building hull parts stations in their area.
