This is a good game. It is however, a clear Console Port. 3rd Person/Cover Shooters don't work well on PC and there is no exception for this game. At times, yes, it can be frustrating, and you will feel like you wasted your money.
But, I absolutely guarantee, you will find something in this game that most games don't have; FUN!
It is over-the-top, balls-to-the-wall action from start to finish. The visuals are very nice, as you really do feel like you are in a futuristic Neo-Tokyo. The combat is very fulfilling, as each weapon feels different and you actually feel like you are packing a punch with each weapon.
Overall, yes, it's a Console Port, but my God it's a fun one!

The vanilla game is very entertaining. It will definitely provide hours of entertainment and no new game will ever be the same. Some downsides include; some troop types can feel very similar, some factions aren't able to get later technology (i.e, cannons, Arquebusier's), and the campaign does feel short in the long term.
Overall, the default game is great, but some minor areas fall flat of the target, as most games do. Once you mod this game however, you'll find it difficult to play the vanilla version again.
