Go to Katla’s Farm, south of Solitude. NPCs can have their dispositions raised by completing simple quests. Raise an NPC’s disposition high enough, and they’ll let you take items from their homes.
Most of the time, an NPC will only let you take cheap or worthless items. Not Katla, she’s got something much better to offer.
Talk to Katla and harvest the crops for her. With her disposition raised, she’ll let you take a horse. Ride it out, it’ll follow you after fast-travelling too. The horse is now your’s.
