I'll try to see if the "no trading" rule can be added to the "Rules and Guidelines for Steam Community Discussions" Support article: https://support.steampowered.com/kb_article.php?ref=4045-USHJ-3810

Because of the important number of game hubs, we rely a lot on reports sent by users. When we'll have more advanced moderation tools, we'll be able to enforce the discussion rules in a more efficient way. The thread you posted a link to on my profile received no reports, so that can explain why no moderation actions were taken.
