Honestly, I would have to say so.
SOR4 doesn't suck, but it's very much the same playstyle as its predecessors -- which is extremely stilted in comparison to the experience of TMNT, where you dash all over the place.

The multiplayer in SOR4 does suck; you are limited to a 2 player game with a host, whereas TMNT offers drop in/out play in any level with up to 6 players in any given session.

SOR4 is prettier, but that's about all it has going for it, comparitively.
