How do i refund? game doesnt run well on my laptop

GRRRRR, So i got Gmod today and i subscribed to some mods, it downloaded like normal did all its supposed to do, and when i restarted the game, i noticed every one of my addon's are gone, it had to update so i thought it was that, but even after the update i didn't have any, before and after the update i am not and wasn't able to download any either since nothing would happen if i clicked install from Gmod or went to the workshop and subscribed to any.
WHAT DO I DO?

I really really like this game buut, i want to play co-op but have no idea how, can anyone help me?

Sooooo uh, i try running it on windows 8.1 but a message comes up on start saying:the video card in this computer does not meet the minimum video requirements for this game
the minimum system requirements can be found in the game pachaging and manuel
