It is a developer command that was purposefully left unrestricted. There are other glitches, problems, game-breaking ones that have not been tended since the games release and hilariously, even in beta. Using this was not intended to make you kiddy rage, or gain any advantage, it was to spread the word on how to do it so that eventually torn banner might notice their game is still broke like it has been since day one.
