Ragnarok Online 2 follows the World of Warcraft model of quest hubs and kill x number of y things. It's very generic and seems like it doesn't have a clear idea as to what it wants to do. Like most F2P MMOs it has a cash shop, which as a business model isn't sustainable enough to make regular content patches or even bug fixes. If you're looking for a game to mindlessly waste some time without needing to dish out any amount of cash, it's a reasonable way to waste a Saturday afternoon. If you're looking for a worthwhile investment of your time, steer clear of this game.
