Player Choice, Character Freedom, World Building, Storytelling, Companions, Karma are all fantastic in FO:NV

Something Fallout 4 lacks almost entirely

Correct, you get one pardon from both sides once you reach Vegas

I believe you do get one free pardon from Ambassador Crocker once you reach the strip though, right? Same with the legion, which plainclothes Vulpes Inculta or some random Frumentarii will give you outside the Tops.
