1. Conquer cities to gain additional taxes and access to exotic goods, like tea, sugar, tobacco or coffee (most of these are located in India or the Americas). Building plantations and then establishing trade agreements with other nations means these goods can be sold, which is very profitable.
2. Change the tax rate to maximum (this will only work if you have good public order in your cities.)
3. Construct buildings which provide a % tax bonus. You'll receive more tax revenue per turn.
4. Monitor your army and navy upkeep. Every unit you have costs money in maintenance each turn. This can cripple your economy, so make sure you don't have too many armed forces at once.
5. Upgrade existing workshops to provide more money and identify any resources such as mines which can be built. This will contribute to your funds.
