Really love this game.

Although the performance issues are really killing my enjoyment of this game. I have a relatively powerful system, and no matter how many settings I change, performance guides I check online, and launch commands I use I cannot get this game to run consistently at 60FPS. The game will stutter and lag at times. It will jump from 10FPS to 110FPS at random. The best I can do is get everything on LOW and get 30-45FPS which consistently hops around, even with VSYNC and SMOOTHING enabled.

System:
CPU: i7 2770k
GPU: GTX 1070 Windforce
RAM: 16GB
SSD

Any and all help in that matter would be appreciated. I love this game and want it to run well which I'm sure it should under my system.
