I know this is a very odd place to share this, but I was able to start Team Fortress 2 on my Windows 10 (Build 10041) computer.. It starts when you use the "-sw" command line option.. The game starts in windowed mode, and once it does, you can switch to full screen from the Options modal.. .. Hope it helps..
