This game has come a long way since it's initial early access release. The game looks good, the SWAT AI has had a massive overhaul and works significantly better, you can actually order civilians / suspects to move towards you now, and the game's shooting mechanics are on point.

However, game stuttering and frame rate drop ruins the great graphics as well as the game's shooting mechanics. The game has a lot of performance issues and bugs that are still prevalent since before the 1.0 release. Bugs such as evidence disappearing or only being able to be seen by another player is still an issue. I'm constantly having to ask someone else to look for this quantum reality bending gun that only they can see or having to order the AI find it. There are performance issues with the game- even with the lowest settings. Frames will tank (holy hell especially with the Valley of the Dolls map) and the game will consistently stutter. RoN's physics are really shaky. Things like evidence being phased through the floor is pretty annoying.

I don't have issues with suspect AI in single player thanks to the new SWAT AI overhaul, but in multiplayer it's a different story. The suspects have the hearing of Homelander and the accuracy of Deadshot- often killing you within the two seconds they see, smell, or hear you. They will continue to shoot at you like nothing happened despite you pumping some shotgun pellets into their chest or dumping half a mag into them. Suspects will take a lethal dose or two of shotgun to the body and giggle while they whimper the second you whip out the beanbag shotgun and blast them once in the foot. Issues like these make it annoying to run anything else other than CS gas. Might as well just do it the Spetsnaz way and gas the entire house.

Another issue with the suspect AI is with the scenarios. A group of gangsters holding up a gas station for some money should not be expected to fight like the Taliban. Are they really going to fighting to the death over a couple hunnids? Some of the scenarios don't make sense either. Why am I fighting the entire apartment complex of gangsters when the lore clearly says we're getting called in because some dude (a streamer) said he murdered his mom (he didn't)?

The game isn't bad but it isn't polished enough to call it a v1.0 full release.

when I play a game, one of the first things I look for is how progressive the developers are. Screw the gameplay, what I want to see is some character development baby! The game has cheaters? ♥♥♥♥♥♥ matchmaking system? Trash servers? nah, as long as I get my GORGEOUS bi-hippo-curious legend I'm happy! Keep them coming EA, take all my money!

Don't play unless you want to deal with sweaty 日本語 cheaters that will sacrifice their own mother for some virtual ranked points.

Economy system? It's great.
Political system? Not bad.
Colonization? Also not bad. Scramble for Africa should be better and there is no "Berlin conference"
War system? It's awful. I just love seeing troops go into their wormholes to teleport to another part of the world to fight- or having my generals throw 2 troops against 12 into battle.

The game honestly has a lot of potential for expansion and I can see this becoming Paradox's new cash crop. But it is very unpolished as it stands. There is a serious lack of flavoring and the UI comes off kind of clunky. Where is my Monroe doctrine??? Why won't the AI form Germany? Why can I make the United States into a Monarchy so easily? Why is it so easy to avoid the American civil war? I've had three USA games to learn and all three times the civil war did not fire. You can just ban slavery and the south is just like "damn that sucks, anyways". I must have awesome RNG

For a paradox game that's just been released, this is not bad at all. I was expecting a broken game. The game is still very much playable and in all seriousness I'm having fun. But if you're a paradox chad (or even a historical buff) that's been playing their games for years, you won't like it. This comes off more as a GDP and industrialization simulator.

If you're new to the paradox grand strategy franchise, you probably won't mind the game. Still a better vanilla release than Stellaris and Imperator Rome. Hopefully it turns more like the former rather than the latter.

Gonna call it now though, Paradox will release a DLC called "shock and awe" to fix the war system.

There's no "neutral" review so this one will have to be negative just because of the war system and lack of events / flavoring. Buy the game on sale.
