Your STEAM account MUST be linked with your SWTOR account, otherwise your subscription won't activate in-game. To check if your STEAM account is linked with your SWTOR account head over to the official game website, log-in, go to MY ACCOUNT (by first clicking over your username and then MY ACCOUNT) and on the left side bar choose STEAM UNLINK.

If your STEAM account appears in there, it means they're linked and you can safely subscribe. If it says there are no STEAM accounts linked with your SWTOR account, then don't subscribe just yet: the first time you log-in to your SWTOR account via the launcher (make sure you downloaded the game from STEAM) it should automatically link both accounts. Sometimes it won't remember the link and all you have to is log-in again (again, keep track of the link status using the official game website and only subscribe if your STEAM accounts shows up); maybe you can fix this by clicking on "remember this account" when you log in but I'm not sure.

If after all these steps your STEAM account still doesn't link to your SWTOR account, it's probably because the game is installed on an external hard drive or any other hard drive/ssd/folder that's not the STEAM folder. Make sure it's installed on the "steamapps" folder. If you install the game on the same HD/SSD as STEAM it will automatically be stored there.

Both accounts should link then. Hope this helps and enjoy the game!
