If that doesn't work, then my only personal suggestion would be using QuickBMS with the unreal_tournament_4.bms script to see if you can unpack the desired data from the .PAK files that way (Don't worry, tutorials for QuickBMS can be easily found, but possibly needing to input the AES Key might complicate things a little).
