If you bought this sub through Steam and you cannot see your sub in-game, please DO call the customer support.
YOUR MONEY IS NOT LOST. I had the same issue and the customer service agent was very helpful and friendly, leading me through all the steps to help me get my purchased game time. This person told me that this happens if your account has been inactive for a while and/or gets flagged for security reasons. You can also send them an email found on their forums, sending them screenshots of your Steam ID and purchase history. This will likely take longer though.

If you want to avoid this issue, go straight for your account page of SWTOR and purchase the game time there.
