The bad reviews are mostly stigma. The actual game rn is pretty good and balanced. People who say game is unbalanced don't know how to play against their opponents' heroes. Blizzard may have done some bad ♥♥♥♥, but still... gaem good. I happy.

Even better in multiplayer

It took me 2 attempts to play the game via Game Pass on PC, 1 attempt on Xbox, and 1 attempt on Steam to be able to gain enough willpower to power through the first 6-8 hours of this game. But once I got past that, man, is this game good. The proper nouns in this game are very confusing unless you have made 4 attempts to play this game like I have. The story and characters can be kinda rough at the beginning, but only if you are sober. But it all gets better, and I like this "better" that's shown to me. Also, the music is absolutely worth listening to in the car.

As for the quality of the port, it's trash. You need mods to get above 30 fps. But once you have FF13Fix and whatever that HD mod is called over on NexusMods, then you'll have a great time. But don't run the game above 60 fps because that'll make the mouth movements really choppy and weird because they were animated in 30 fps without any kind of animation smoothing. Also, turn off controller support in FF13Fix and use KB+Mouse because you'll get a stutter every second and it sucks. But maybe it'll be different for you because God forbid we're on PC and there ALWAYS has to be some weird inconsistent issue.

But overall, it good game. I likey.

Has its bugs, but the art style and story of the game easily outweighs them. Pretty short main story, but tons of content available as side quests and gigs. Very fun to 100% as there isn't much repetition to it all. It is recommended to try out different unique builds.
My only complaint so far is that there isn't a NG+, so my second run for achievements is completely from scratch.
Otherwise, very good game.

[REVIEW UPDATE 2023-06-20]

Definitely DO NOT plan on successfully 100% this game at present. On my first run, I had a mission where in the mission "Small Man, Big Mouth", neither the enemies nor the target van would spawn, so I had to create a second save to try to get 100% achievements.

Second game run, some fixers would not give their second phase of gigs, particularly in Wellsprings and Santo Domingo. Additionally, Badlands gigs would not begin even when I was in the area.

As for my review of attempting a 100% run, I would not recommend it. There are way too many gigs/side quests/crimes/cyberpsycho quests to get it all done in a reasonable amount of time. The two things that kept me going were the feel of combat and traveling throughout the world as those aspects are executed really well.

On my profile, you will see that even after I mention the game-breaking bugs above, I still have 100% achievements. This is because I ended up using Steam Achievement Manager to get the achievements I couldn't get due to bugs, and so I can finally tie a ribbon on this game and put it to rest until the DLC comes out later.

There are easily overpowered perks, pretty large grind to get decent perks, last survivors at the door are very toxic. Matchmaking is much better, but takes a little bit of time to settle in just right.
