This game needs some serious optimization. Ive looked up on reddit to check other peoples PC builds, this game is borderline UNPLAYABLE WTF BETHESDA (edit. I went from thumbs down to thumbs up based off of the game play, but BETHESDA PLEASE FIX AND OPTIMIZE YOUR GAME)
