Doing some observations games and noticed that even if Nicene Empire beats the Latin Empire it will rarely reform Byzantium since it requires Constantinople and Nicene has a different de facto captial. This is because the AI has no decision to reclaim the city like the Byzantium does when it loses and reclaims the city from a vassal, maybe add Nicene to the accepted Titles able to use the reclaim Constantinople decision?
