Bought this game after all the patches and it must have been reeeeeaaally buggy for people to hate this game.
The game now still has some minor bugs that didn't really break the immersion for me. I guess that one thing that didn't really bother me is that police is very passive and not really a concern even during the most daring heists and getaways - but that also feels like very much a part of the story where the city is just very lawless.
I normally don't review games but seeing as how at first I didn't buy it due to its reputation I'll leave this review for anyone still on the fence.
TLDR: It's a fantastic game, I wish I had the patience to play it again just to try different origins and choices.
