If you're having problems downloading the DLC just do what I do, click "Download" on this page, go back into your steam library and left click once on Ark so that you can see all the information pop out to the right, and where it displays all your current dlc's, the Ragnarok expansion should be there but its gonna say "Not Installed" Just uncheck the little box to the right of it and check it back in and it should install! Hope this helps because I had some problems too but just figured it out.
