I assume it's a feature. I tried everything to fix it, but nothing worked. You can try changing mouseSmoothing=30 to 0 in the username_settings.DayzProfile file, as it seems to help some people.
I also submitted a ticket to their bug tracker, and like every other ticket regarding input lag, it was ignored.
Bohemia's games have always had weird mouse controls; they're inept in that department.

Hello man. I was just looking through some DayZ discussions about the “input lag” and I stumbled upon yours. I was wondering whether you found a fix for it because I feel like I’ve been having the same problem for the last few months. One day it plays normally and the other it feels off. I know that there is inertia in the game related to the weight on your character but it still seems too unresponsive so to say. I am sorry for the extensive paragraph but yeah, just wondering.
