I don't have any issues with you using my content so long as everyone that contributed to each item is properly credited. I see a lot of those custom weapon packs that only credit the one who submitted instead of everyone involved.
Generally speaking, unless it is an item that is already in game, all concepts are fair game. It would have to be an incredible down-to-specifics similarity in the concepts for there to be an issue.
I do not do commissions generally. Your best bet for where to start would be the "TF2 Emporium" discord channel, someone there can probably show you the ropes.
See also my comment earlier towards Old Bill, You'd be better off asking the other item Dev, Constructor. I dont think we ever mod released the item, so only he would still have the files as far as i am aware.
You'd be better off asking the other item dev, Constructor, about the item. I don't think we ever officially mod released the item, but the workshop has a "download" option for the person who uploaded it to the workshop, So even if he doesn't have the original files, he can still re-download them from the page.
