Shie, I believe you have to own PAYDAY: The Hiest enable for the DLC to convert.

i have wold pack too from payday 1 but steam say i must pay 6,99 for payday 2 update -.- why is it not on my games or did i must install payday the heist?

i got both payday the hiest and the dlc for slightly under $2. Plenty of discount for a $7 dlc.
