When you try to install an map, you need to go to the page of the map, click "Subscribe", when your in-game, close the game, if your not in-game and just on your web browser, open program files x86, it is in your C: folder (OS), then Steam, then steamapps, then workshop, then content. there will be folders (the more you are subscribed to maps, the more folders there are, open the first one, and one of the folders inside has the map file, if you dont know what one it is, just open them one by one, in one of the folders is it in, if you have found the map file, place it on your desktop, then go back to steamapps (you can find this by lookin back at this message).
Open common, then Team Fortress 2, then tf, then maps, and drag the map file that you placed on your desktop in that file, close it, open Team Fortress 2, click "Create Server" and you will see the map appear in it, your now able to play the map, hope i helped ( ͡° ͜ʖ ͡°)
