I had the same problem with the XCOM upcoming events changing order. Identical to you - one day the Satellite Uplink was right before the council report, then by the end of the month, the council report jumped above the satellite Uplink. Sure enough, at the end of the month, South Africa dropped out of the project. I was furious because I felt like the game had cheated me. I spent almost the whole month believing I was good (albeit cutting it close) and did not restart my game.

Long story short - I found a solution - in the form of resource hacker. Do a goodle search on "Resource Hacker XCOM" and you will find out how to hack certain items in game. I went in and changed the construction time for a Satellite Uplink from 14 days to 1 day. I then logged into the game a deleted my Uplink faciltiy and then restarted it. Viola! Completed before the council deadline. I went back in and changed settings back to default and am now continuing on with my game.
