This game is a ♥♥♥♥♥ to get running.
Thoroughly check pcgamingwiki and try every proposed solution. If you fixed the startup crashes but the game freezes(blackscreen) when loading the next level try that fix with only one CPU core. It helped. For that annoying LOD popping in and out there is a fix where you only need to swap out a .dll file

The instant you load up the first mission you notice the huge engine jump and resemblance to later CoD Titles.
