Not recommendable, purely based on the current performance. Running the game at high settings on a 4070 paired with a 5800X3D you get ~100 fps at best in the open world and depending on the location as little as ~30 fps. (99% FPS at 1080p)

It's better if you use a mod that enables frame generation, keeping the game above ~70 fps for the most part, though that is only available for 4000 series RTX cards.

Wait for updates before buying.

Just great, a lot of content, even with the raised price worth every penny

Pros:
+ ranking up and getting better is fun
+ many options to customize

Cons:
- extreme toxicity
- matchmaking is still unbalanced after more than 4 years
- addictive (in a bad way, I almost ruined my life because of this game)
- rage inflicting

Summary:
If you want to have fun and think about buying this game, you should rather consider smoking crack. That would have less downsides.
