While I just got the game today and have no real knowledge on the game. I will talk about if the starter edition for this game is worth it.

Is it Worth it?

To put it simply, yes.

Why?

Well you pay less for the full game, however, you only begin with 4 operators and need to grind for new ones. Unlocking all default operators by grinding is the same as paying the full price for the game. In other words, a starter edition with all operators is no different from the standard editon, honestly you wont even see your self playing them all most of the time.

Is there any catch, any scam, any restrictions?

No! Every feature in the game is unlocked for you, even competitve play!

Does it take long to get new operators?

Well, it depends how long you play. But honestly, just keep playing and before you know it, you got yourself a new operator.

Conclusion

At this point, unless you're lazy. There's no point in buying the standard edition espically when the starter editon is only $7.49. Buy the starter editon, you won't regret it. You will be happy you payed a cheaper price for the same game. Grinding also allows something else for you to do in the game, few people actually enjoy grinding.
