Tldr; had issues, see below for my configuration (no need to argue about AMD graphic cards, nvidia and PS5 users had terrible issues as well)

my (so far working) configuration:
Display settings tab

FRAME PER SECONDE LIMIT : 60
HDR : no (don't have)
AMD FSR : no

Graphics tab

RESOLUTION SCALING : 50 (default)
VIEW DISTANCE : High
Shadows : High
ANTI-ALIASING : intermediate
TEXTURE QUALITY : intermediate
VISUAL EFFECT QUALITY : : intermediate
POST-PROCESSING QUALITY : : intermediate
REFLECTION QUALITY : intermediate
GLOBAL ILLUMINATION QUALITY : intermediate
FOLIAGE QUALITY : intermediate
MOTION BLUR : off (I never use that one)
FILM GRAIN : on
CHROMATIC ABBERATION : on

= the full miserable story ======
Okay, let's try to find a way to help players here that face the same issues than I did. Interestingly, I had more or less the same issues with Remnant (same game engine)
config :
Intel I5 12500
AMD Radeon 6700XT
32Gb DDR4
no overclocking at all
dedicated NVME for gaming (and extra nvme for OS)

Installing, stuttering and crashing
my initial review : "This game excels at crashing, I have seen more the UE engine debug window than anything else in this game."

shorten error message: " LowLevelFatalError File: Jenkins D3D12Util.cpp [Line: 871] CurrentQueue.Device->GetDevice()->GetDeviceRemovedReason() failed at D3D12Submission.cpp:910 with error 887A0006"

- At first startup everything was slow as hell (I believed shaders compiling).
- I realized that "auto settings" were set to "intermediate" in the settings
- I encountered random stuttering not related to zone loading (that started my journey to this original review)
- I tried to check at "ultra" settings if my setup could handle correctly (yes, with no surprise - elden ring is no issue at all, for comparison)
- then the random crashes started (could happen 5 minutes or 1 hour after starting the game session)
- interrestingly, the loading screens drop sometimes to 1fps...

I tried the following based on the great interweb :
- added antivirus exception on folder install
- added optimization for full screen application based on exe file(s) from windows 11 graphical settings
- check game files integrity (nothing wrong)
- tried to reduce settings (mixed results, see below)
- changed my swap file on system disk to game disk, os-managed (nothing changed)
- on exe file "binaries/LOTF2-Win64-Shipping.exe"
=> applied the urban legend .exe file to binaries/LOTF2-Win64-Shipping.exe "run as admin", "compatibility to win8", "disable optimization in full screen"
=> added the "steam_appid.txt" containing ID "1501750" in it
=> added some instructions in engine.ini
=> no change
- on exe file "LOTF2.exe"
=> applied the urban legend .exe file to LOTF2.exe "run as admin", "compatibility to win8", "disable optimization in full screen"
=> no change
- updated my AMD drivers to latest (and rebooted) : no change
- tried to lower specificly textures (see below to next timeline step because it does seem to have an impact, despite having 12Gb of graphic memory)
- I did not try the "undervolting" of my cpu or whatsoever (yes, for some it seems related but I am not prone to do that for a game...) as some seem to report a working solution
- I tried to enable only my main monitor (main is 1920*1080, side monitor is 1900)
- I tried to play with fps limit and vsync (not sure what can help here, see below)
- when the game seem more or less stable, faced insane fps drop in ridiculous zones (seem related to performance adjustements, see below)

I ended up uninstalling the game (does it make a difference... well, maybe, see below)

so far I can decently play (at last..)
so what changed ?

1) I reinstalled the game : that is the most interesting items because this is what fixed my remnant issues also...
2) no vsync, no fps limit (still huge fps drops but can't really feel them, or it's bearable)
3) I left the game on the "recommended settings"
4) I did NOT changed settings in-game (it looks like a real issue)
5) I did NOT changed the texture settings
6) I left the loft2.exe configurations (run as admin, compatibility, etc... see above) but I don't believe it has any effects

results and observation
A) I try to change one setting at a time just before exiting the game from now on (E.G. : distance is set to "ultra" and not issue so far)

B) still have some stutter but more linked a game zone loading or something like that (at least, it's bearable..)
C) I will post all final settings used if not too lazy lol

I have no damn clue what is happening but this is the second time I can fix the same problem on two different games from differents game studio (on AMD graphic cards ?) and two different plateform (lords of the fallen on steam, remnant on another game platform)

no more crash
enabled this settings with success :
shadows : HIGH

Mud Runner is a almost-a-sequel from spintires, which was great.
Imaging roaming the tundra with diesel-powered fat trucks, wondering if you'll ever get out of the sticky mud : you don't know it, but you want it.
Even better : just you and your buddies in the mud, alone in the tundra, just like the community, nobody will ever hear you scream.
