Hello, I read about your problem with the Fallout DLC that just came out' I had the same problem. I got it to load by going into my game library, right clicking on Fallout 4 in the list of games, going to the DLC tab, in the DLC list it shows the texture pack check marked but uninstalled. Remove the check mark, put the check mark back in the square and the DLC started loading. It worked for me anyway good luck. One thing you need an absolute beast of a machine to run it. That maybe why steam did not set it up to just load automatically for everyone.
