I think what happens is most people just do the sort of stuff they want to, at least in the past and Valve would say "Hey thanks for doing this, here's a Community weapon".
Perhaps take a look at the list of Community weapon owners on the wiki to get an idea of the type of stuff you could do?
The only thing I can think of in terms of what Valve might still reward people with them for is contributing to the Steam Translations team, but I do not know how often they are given out as a reward.

It looks like you have contacted a few people about this but just in case you still want/need a response here you go:
I used to edit the old tf2wiki.net . (The long-forgotten unofficial one that had a lot of problems like malware and ads.)
Then I helped a lot with the move to the official hosted wiki (wiki.teamfortress.com) and helped administrate it for a bit after the move.
For my contributions, myself and others were given a Community weapon as the Wiki caps didn't exist back then and that was the normal way Valve rewarded members of the community that they wanted to recognise.
As the Official wiki became implemented, replacing the old site and the Wiki cap system be finished, I believe that essentially replaced Valve giving out Community weapons for administrating/moderating and generally contributing to the wiki.
