As a note, in today's patch (The day after you wrote this), we made an adjustment to our matchmaking to account for ELO so that it should match you more properly with people of your specific level of skill.

It should be noted that someone can potentially be level 100+ and actually not be that great at the game in terms of wins/losses, and you can still be matched with them.

Also, the level number is cumulative across all classes and has no impact on your ELO rating.
