This is a peaceful game where you build a city via merge-3 mechanics. It is thus a literal city builder. It is not, however, of the City Builder genre, and isn't trying to be, and seems to be an unfortunate overlap of terminology.
The game clearly seems to have been made with love.
The game isn't revolutionary, it isn't trying to be. It is trying to be nice looking/feeling, simple, and relaxing; perhaps even meditative. The love and passion put into this game is evident, though I think much of it is liable to be missed as much of it is of the "if you do your job right nobody will be sure you did anything at all" type
