You could try using the compatibility mode (Windows 7) and verify the integrity of the cache (Steam>>TF2>>Settings). Also mods that you have downloaded might be broken. To fix that remove your custom folder.
Another solution could be updating your drivers. Windows updates can break a lot, it probably isn't a game specific bug.
