They are kept as pets.

Feral catgirls exist (mentioned in game) . They are often abandoned (as shown in game and in the OVA trailer).

They are required to have a special token showing they are "Qualified" to go out without their owners known as a "Bell" or "independent Action Permit".

The bell has a GPS tracker inside.

Catgirls without an Independent Action Permit must have their owners with them at all times.

Someone, for some reason, has created genetically modified Human feline hybrids with human level intelligence who are owned as pets and are not allowed to go out on their own without passing some sort of "test".

Everyone seems totally okay with this.

Even the catgirls, maybe through conditioning or gene manipulation?

Nekopara isn´t an ♥♥♥♥♥♥ Visual Novel, it´s a dystopia, like a cross between Brave New World and a Handmaid´s Tale , where human-feline hybrids, sentient, sapient beings with human level intelligence are owned as pets, bred for obedience and aren´t allowed independence without passing "The Test".
