THIS GAME CANNOT SKIP DAY/NIGHT TIME CYCLE.

If you stuck doing mission during night time, there is nothing you can do. You have to wait around 10 to 20 minutes to sunset/dawn. I've done anything, asking Reddit, watch Youtube for guides. Last option is to use Libertad Mod, but I'm not gonna mod my game, it'll ruin my achievements.
