I can assign the skin, but not gameplay from what I saw. But, no biggie now - I managed to unlock him after a decade of trying! :D

Hello fellow Castle Crashers player. I saw your comment. No you do not need to unlock Necromancer to play any workshop character that is a replacer. There is an option to reassign the character to any other character or to any of the 10 unique slots. I hope you have found this helpful.
