I have not seen these stuttering issues, but y'all need to stop complaining about the game being locked at 60fps. Try playing Bloodborne on PS4 with the game locked at 30fps, and yet that game is a masterpiece. Elden Ring is great. Try finger but hole Hush up.

It was a pretty good game, although, it is not an RPG. It is a turn based strategy game. (You can literally win & A-rank a good portion of missions with 0 strategy.)

Overall though, it is a really nice game, and it sure was good fun.

I dont know what else to say to The Elder Scrolls IV: Oblivion, other than it's an amazing game. I owned it on Xbox 360 and probably have about 800-1000 hours on the game, then I decided to get it for the PC. I DO NOT REGRET IT. This game will always be one of my favorite games ever. I simply just love the feel you get from playing it, and the music is great as well. Skyrim may have better graphics, but that's because its 4 years older than Oblivion anyway. Don't get me wrong, Skyrim is great in its own way, but Oblivion really hit home for me. If you are considering to buy this game, My opinion would be to say yes to it, but seriously give it a chance. This game truly is a masterpiece for its time.
