Reason? They were never taught otherwise.
In Europe (where I live for already many years), since childhood people are taught not to do "bad " things (don't litter, don't curse and swear, don't insult, pay taxes, don't do illegal stuff, don't kill, don't steal, etc.).
In Russia, however, no one teaches you that. It is a law of jungle. You do eveything necessary to live a good life and doing anything (no matter how illegal) is fine as long as you are not caught. If you are caught, it's ok, either pay them off or serve your sentence, start again and try harder not to get caught next time.
Besides the "law of jungle" they also live by an ideology: "It's fine if I live in sht as long as my country is feared" (not respected, not loved, but feared).
