TLDR: Autist kino.

Think Transport Tycoon mixed with a classic supply chain you'd see out of Anno. The game is deeply complex but has toggable systems/difficulty such as water mgmt, complex power grids, education, police, seasons (snow), vehicle/build maintenance, research, and scrap/recycle.

The simulation is fun however the UI even on release can be overwhelming at time and the learning curve is rather high starting out. The game is by far the best out there in terms of scale of a city builder.
