New Vegas is a masterpiece of story and characters, the gameplay is old, clunky and outdated, that doesnt stop me from having a blast mowing down tons of Legion with my vast arsenal of different firearms, each with their own unique modifications. I'm allowed to do almost anything I want in the game and it lets me do it. I honestly think New Vegas is the best Fallout game and perhaps the best game ever made.
