Two options to make the game playable:
1) Seperate russians from rest of the world. Sadly the education standard in russia is very low. Therefor it's very annoying to just play with russian kids that can't speak a single word of english. It's unacepptable to join 5 russian lobbies in a row!

2) You already had 4 weeks to make a better matchmaking system, which is quite simple.

Until this major issue isn't fixed at all, I'll keep a downvote.
