You used to be able to move into a place with a little cash, a verbal agreement and a handshake. Now days you got to have first and last months rent and a sizeable security deposit, pay for a background, credit and security checks and sign a lease. I used to work in a Ghetto trailer park where at least 60% or more of the tenants had no provable income. still the rent got paid maybe a little at a time. A new guy took over the place and required proof of income criminal background and credit checks. The occupancy dropped to 30% and four months later the place was sold. I would say the problem boils down to greed.
