I don't know what's up with BHVR's management, but it's like December & March Chapters usually have problems, and doesn't get fixed until they release multiple hotfixes or wait for mid-patch.
I'll say the Pros, Mixed, & Cons:

PROS:
+ Killer looks cool, the dog looks badass.
+ Survivor is involved with the Entity, being a disciple is interesting and adds more lore to the game.

MIXED:
= Houndermaster's Chase Music got changed in a strange way. I prefer Layer 1 from the PTB than Live, and Layer 4 sounds a bit better on Live than the PTB version.
= Most perks from the Killer and Survivor are okay at best. Killer's perks are meh, nothing too ground-breaking but nothing to change the meta. Two of the three Survivor's perks are meh. Shoulder the Burden is easily the best perk of the three when playing with a squad, but terrible if you're playing solo. You're sacrificing a hook stage on a random, taking a gamble if they won't go down in the next 30 seconds or not hide in a corner with self-care, high risk for low rewards since it'll most likely to happen, be cautious when using on a random.

CONS:
- Killer power is not great at the moment, even with buffs from the PTB. Making a great play rewards you so little. Too much work just to get an M1 from micro-managing your dog, such a hassle. Doesn't help that the dog drags survivors from the last position you were at, so you don't get rewarded if you drop from a different floor or other side of the hill.
- Killer's "Legendary" outfit is a scam. $20 for a poodle, lobby animations, and a locked outfit? There's no new mori, unique voicelines or sounds. It's in the wrong rarity since the Legendary rarity tend to change the selected character into a licensed character, always been like that since the Silent Hill Chapter. (With the exceptions of the AoT Titan Skins) Should be Ultra Rare if anything, but the point still stands as $20 is too much at the moment, get it on sale if you love Poodles.
- This patch has been super strange with bugs. You would expect the new Killer to be buggy as usual, but somehow other Killers are buggy as well. Chucky is one of them, which is weird. Hopefully they can fix the bugs before the year ends.
- No new map. Would've liked a map with a beach biome, but oh well. :(

With these points being explained, I wouldn't recommend this DLC at the moment. Both characters are not too crazy to get for their power or perks, there's much better chapters out there. I would say get this when the Killer gets better overtime with patches on sale or use your in-game currency to buy them, up to you.

Solid Roguelike game, they should expand this game by adding more survivors and enemies. I could see this as a solid distraction from the main game.

Solid remake.

Now make Chapter 2 with Vecna, Hopper, and Joyce.
